The World Bank Group/ International Finance Corporation designed the Ethiopian Investment Climate Program to strengthen Ethiopia’s capacity to create an enabling environment for private sector development. It aims to do this by building the capacity of relevant government institutions to create and implement effective institutional frameworks and systems that support private sector development.
The program is planned to be completed in two phases –Phase I- completed and covered the Business Regulation, Business Taxation, Investment Policy and Promotion, Trade Facilitation, and Business Forum, and early stages of implementation of phase II projects. Phase II of the program will focus on Trade, Doing Business Reform, Sub-National Investment Climate Improvement, Tourism Sector Competitiveness, and development of implementation plans for Investment Policy and Promotion. The project ‘Ethiopian Sub-National Investment Climate” is among the phase II projects which aims to improve the sub-national investment climate.
Frontieri has recently won a project “Business – Investment Registration and Licensing Process-mapping and Baseline Collection “which generally targets at analyzing the as-is and to-be process of business and investment registration and licensing procedures in Amhara and Oromia Regional States.
As part of the project outputs, Frontieri is expected to
1) Conduct ‘as-is’ and ‘to-be’ process map;
2) Review of other regulatory practices connected with business, investment registration and licensing procedures;
3) Estimate the cost of Business registration and licensing
4) Specific reform recommendations which need to be implemented to move towards a simplified business and investment registration and licensing processing regime (from the ‘As-Is’ to the ‘To-be’).
The Ethiopia Sub-National Investment Climate Project seeks a) strengthen regional investment promotion, retention and expansion in selected/target sectors b) enhance regional business service delivery through streamlined regulatory and administration procedures; and c) strengthen inter-agency coordination and public-private dialogue for improved regional investment climate.
